Surendra Patel

President & CEO

Mr. Patel has over 30 years of experience in corporate leadership, Mergers & Acquisitions, and strategic growth and development for growing the business’s revenues organically and through acquisition. Prior to his current role at Lilley Planning Group. Mr. Patel was President & Chief Executive Officer at White Badger Security, a  information security professional services consulting firm & Weiss Instrument a manufacturer’s representative of instrumentation and control products. Mr. Patel successfully grew the firm from its stagnant revenue phase to a year over year growth by expanding into new verticals. Throughout his career, Mr. Patel has served in the capacity of Chief Operating Officer, President and many senior leadership positions. He has in depth experience in corporate business management, financial analysis, and has strong business acumen. Mr. Patel holds a BSEE degrees in electronics from College of Northwest London

Sohil Patel

Chief Financial Officer

Mr. Patel has over 7 year’s of experience in Sales, Marketing & Finance including but not limited to the Industrial Automation, Information Security and Professional Services space.He also has developed a unique business acumen in the area’s of Finance/Accounting/IT relevant to his current position as Chief Financial Officer at Lilley Planning Group.Mr. Patel is an innovative leader in sourcing, negotiating and financing acquisition’s due to his vast amount of relationships and contacts he has developed over the years. Mr. Patel also strives to improve efficiencies and streamline operations by implementing new technologies, processes and systems.He has built successful performing sales teams and marketing teams to create a diversified value to each firm that he has been a member of. Mr. Patel has  been a key member of the management team of multiple organizations leading to successful implementation of financial controls, Cash management strategies, and many other critical financial internal controls leading to strengthening the corporate balance sheets and improving liquidity. Mr. Patel holds a Bachelors Business Administration in Accounting from Strayer University with a focus on Finance/Entrepreneurship.

Raynald Pascua

Director of Planning Services

Prior to joining Lilley Planning Group, Inc., Ray worked for cities in Los Angeles and Orange County, including the City of Placentia, where he served as the Director of Development Services.  He has close to 30 years of experience in land use policy planning, CEQA and the Subdivision Map Act, has entitled and managed the development of small and large-scale residential, commercial and industrial projects. Ray is a member and has served on the board of the Orange County Chapter of the APA, Orange County representative of the League of California Cities, as well as being involved with Planning Director’s Association of Orange County and the Urban Land Institute.  Presently, he serves as a planning consultant for the cities of Irvine, Costa Mesa and Villa Park.  Ray holds a Bachelor’s of Science Degree in Urban and Regional Planning from California State Polytechnic University, Pomona.

Shannon Wages, AICP

Senior Principal

Ms. Wages has over 15 years of professional planning experience in both the private and public sector, specializing in both long-range planning and entitlement processing.  She oversees and supports client contracts in the Los Angeles region and Inland Empire.

Lauren Shaul Kooiman

Operations Manager

Lauren Shaul Kooiman, Operations Manager, joined Lilley Planning Group, Inc.  in 2013.   Her responsibilities encompass many aspects of our business, including Accounts Payable/Accounts Receivable, billing, sales, and customer service. She enjoys communicating and working with our staff and is a key member of the management team. She takes great pleasure in ensuring that our clients needs are not only met, but exceed their expectations. Her attention to detail, responsiveness and high level of accuracy has contributed to the success of LPG.  Before joining LPG, Lauren worked as a school nurse and office manager.  Lauren holds a Bachelor of Arts Degree and still maintains her nursing license.
